3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be an independent legal person legally established and effectively existing in the People's Republic of China or a country or region with normal trade contacts with the People's Republic of China (Domestic bidders shall provide: copy of business license; Foreign legal entity or organization must provide: copy of registration certificate).
3.From January 1, 22021 to the deadline of bidding for this project (subject to the signing of the contract), there must be at least two sets of high and low temperature four-motor performance test benches in China (excluding Hong Kong, Macao and Taiwan) (the rated power of a single dynamometer is not less than 300kW; The temperature range covers -40℃~60℃) supply performance (of which at least 1 set has been completed delivery and acceptance), and the buyer or end user of the contract must be a vehicle manufacturing enterprise in China or a road motor vehicle inspection and testing record institution of the Equipment Industry Development Center of the Ministry of Industry and Information Technology of China - the vehicle part (query website: https://service.miit-eidc.org.cn/jcjg/institution.html). Copies of the key pages of the contract and the final acceptance report shall be provided, the part of which involving commercial secrets may be hidden, provided that it can fully reflect the time of signing the contract, the name and quantity of the equipment supplied, the power and temperature range of the dynamometer meeting the requirements of this qualification. The names of the parties to the contract and the end users (copies of the relevant receipt invoices must also be provided for the performance of the completed delivery and acceptance). If the product name in the contract is different from the requirements of this article, the technical agreement and other supplementary supporting materials may be provided. The bid evaluation Committee reserves the right to review the original certification materials.
3.3 The bidder shall provide the "Integrity Statement" (in its own format) and promise to abide by the relevant laws and regulations of the People's Republic of China, without the following circumstances:
(1) There are pending lawsuits and poor performance records related to the bid goods or business;
(2) The relevant administrative departments of the State and Chongqing (including the city or any district or county) shall impose the administrative penalty of suspension of the bidding qualification, and within the penalty period.
