3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Companies or other organizations from the People’s Republic of China or from countries or regions with normal trade relations with the People’s Republic of China may participate in the bidding. Domestic bidders shall provide a copy of the effective business license, while overseas bidders shall provide a copy of the commercial registration certificate or other valid proof documents.
(2) Bidders shall provide the original or a copy of the bank letter of credit issued by the bank within three months prior to the bid opening date, provided that the letter of credit clearly states that a copy is invalid (if the letter of credit explicitly states that a copy is invalid, a copy of the original letter of credit must be provided).
(3) Bidders must have technical support personnel and service capabilities in the mainland of China, and have after-sales service institutions. Provide relevant proof documents.
(4) Bidders must have a valid medical device business license; and provide a copy of the medical device production enterprise license of the manufacturer.
(5) For original imported products, a certificate of FDA or CE must be provided; provide a copy of the certificate.
(6) If the goods provided by the bidder are not manufactured by the bidder (as an agent), the bidder shall obtain a formal authorization letter from the manufacturer or the agent agreeing to provide the goods in this bidding (see the format of IV-9-4 in the "Standard Bidding Documents for International Tendering of Machinery and Electromechanical Products (for Trial Run)").
(7) Equipment requiring registration certificates shall provide a valid registration certificate of the People’s Republic of China for medical devices and the corresponding registration record form (if the registration certificate was obtained after 2015, only the registration certificate of the People’s Republic of China is required).
