3、Qualification Requirements For Bidder
Qualifications or Performance:Any legal person or other organization from the People's Republic of China or a country or region that has normal trade relations with the People's Republic of China that meets the following conditions, in addition to meeting the requirements for qualified bidders as stated in Article 2.2 of Chapter 1 of the 2014 edition of the "International Competitive Bidding Documents for Procurement of Mechanical and Electrical Products" prepared by the Department of Mechanical and Electrical Industry of the Ministry of Commerce of the People's Republic of China, shall also meet the following conditions:
(1) Manufacturers can participate in bidding independently, and manufacturers within the customs territory must have a valid business license; Manufacturers outside the customs territory must be legally registered in the country where they are located.
(2) The national general agent or regional agent of the bidding product, or the agent listed in the medical device registration certificate or registration form (hereinafter referred to as the agent), may also participate in the bidding. The national general agent or regional agent shall have an agency certificate and be within the validity period.
(3) Distributors (or agents) authorized by manufacturers, national general agents, regional agents or agents may also participate in the bidding.

(6) If the product being bid is goods provided from outside the customs territory of the People's Republic of China, the bidder must possess valid customs import and export agency qualifications recognized by the state, and be able to carry out the import and export business of the goods in this project normally (provide relevant qualification certification materials and bidder commitment letter)
(7) Single bidding form:
1) Bidders must possess the relevant qualifications listed in (1) to (6) above.
Form of consortium bidding:
1) During joint bidding, a maximum of 2 units are allowed within the consortium;
2) When bidding in a consortium, only one leading unit (medical device operating enterprise) and one cooperating unit (foreign trade agency) are included. 3) The leading unit and cooperating units of the project should both play an important role in the implementation of the project and have a good foundation for cooperation.
