3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 All legal persons or other organizations from the People's Republic of China or countries or regions with which the People's Republic of China has normal trade relations can participate in the bidding; Domestic bidders shall provide a copy of a copy of a valid business license, and overseas bidders shall provide a copy of a business registration certificate or other valid supporting documents.
3.2 The project accepts the hierarchical management system (integrated system) manufacturer or agent to participate in the bidding, a manufacturer of the same brand and the same model of the hierarchical management system (integrated system), can only entrust an agent to participate in the bidding and the manufacturer and its agents shall not participate in the bidding at the same time, agents to participate in the bidding, must provide the hierarchical management system (integrated system) manufacturer for the project special authorization (special authorization must indicate the brand and model of the authorized goods), provide the original or copy of the authorization.
3.3 If the bidder is a manufacturer outside the People's Republic of China, it shall have a permanent service agency or entrusted agency in China, and be able to provide timely and effective after-sales service in the location of the project; If the overseas manufacturer authorizes an agent to bid, the manufacturer shall have a resident service organization or entrust an agency in China to carry out after-sales service; Provide a copy of the introduction of the after-sales service organization and the business license (if the after-sales service organization is an agency, a copy of the after-sales service authorization letter issued by the manufacturer is required).
3.4 Credibility Requirements:
3.4.1 Domestic bidders must meet the following conditions:
(1) The bidder has not been included in the list of serious illegal and untrustworthy enterprises in the national enterprise credit information publicity system (https://www.gsxt.gov.cn/index.html) by the administrative authority for industry and commerce;
(2) The bidder has not been included in the list of dishonest judgment defaulters by the people's court, and shall be inquired on the China Enforcement Information Disclosure Network (http://zxgk.court.gov.cn/); It shall be inquired by the tenderer or the tendering agency, and submitted to the review committee for review during the evaluation.
