Bidding is open to Bidders from eligible source countries of ADB.The Erenhot City Yixin Urban and rural Development Construction Investment and Asset Management Co., LTD ("the Purchaser") invites sealed bids from eligible Bidders for EG2-1-2: Erenhot Smart Port Management System Project.

3、Qualification Requirements For Bidder
Qualifications or Performance:Qualifications or Performance:Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding:
4.1 Contractual Experience
In the past five (5) years (January 2019 - present), the Bidder shall have successfully completed at least two similar contracts for an amount of CNY100,000,000.00 each, which shall have been successfully completed (based on the completion date) and which are similar to the contents of this Contract. Similarity includes the scale, complexity, method or technique of construction, and other features required under Section 6 "Requirements of the Owner". (Performance to provide notice of acceptance, contract agreement, completion acceptance report)
4.2 Technical Experience

Meet the following requirements:
a. At least 3 years of production history (before January 2021); and
b. At least 3 sets of similar models and specifications have been sold in the past 3 years (January 2021 - present);
c. Satisfactory operation for at least 1 year.
4.3 Historical Financial Performance
Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years (2021,2022,2023) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
4.4 Size of Operation (Average Annual Turnover)
Minimum average annual turnover of RMB 250,000,000.00 calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (January 2021 - present).
4.5 Cash Flow Capacity
The bidder shall demonstrate that its most recent working capital (i.e. current assets less current liabilities), plus any valid lines of credit and other additional financial evidence, excluding all contract advances, meet or exceed the total requirements of the subject contract: RMB 65,000,000.00.
4.6 Enterprise Qualification Requirements
Domestic enterprises:
1) bidders must have China network security review certification and market supervision issued by the big data center security integration service level 1 qualification;
2) The bidder shall have the Grade 1 qualification of electronic and intelligent engineering professional contracting issued by the housing and urban and rural construction department;
3) The bidder shall have the Grade II or above qualification of professional contracting of construction mechanical and electrical installation engineering issued by the housing and urban and rural construction department;
4) The bidder shall have ITSS information technology service operation and maintenance standard compliance certificate II or above;
5) The bidder must have the ability of information system construction and service CS4 level and above.
International enterprise: equal to or higher than domestic enterprise standards.
4.7 Whether the bidder has any illegal acts in the field of bidding in the past three years
The bidder has not violated laws and regulations in the field of bidding in the past three years, and has not been notified and sanctioned by the industry competent authorities for illegal acts in the field of bidding and tendering.
